Quadconsult Limited successfully secured a commission to progress the above scheme on behalf of Morgan Construction RIBA Stage 4 onwards. RIBA Stage 1 – 3 had been delivered by another consultant and QuadConsult were tasked with improving the viability of the scheme and to assist Morgan Construction with their tender. The appointment was awarded by Pembrokeshire County Council with the development including 93 affordable houses (social and intermediate rent), 16 shared ownership and 16 open market sale. The homes will be built to a high standard complying to the authority’s commitment of developing net zero energy in use buildings.

To assist with the tender process, it was apparent following a review of the previous design that circa 18,000m3 of material shall be exported from site in order to achieve the required formation level. With this in mind and considering vehicle movements to export material offsite based on an articulated dump truck capacity of 10m3, in excess of 4600 vehicle movements are expected through the local villages of Tenby and the surrounding area to its final destination during construction phase.

We understood the above may not be welcomed by the local residents or the local authority and the contractor may consider that pre-works condition and route surveys are required. Dust suppression and wheel wash measures including check / removal of stone from tyres may need to be considered on site, including offsite road sweeping along Narberth Road and the surrounding area.

In order to reduce the potential construction and logistical issues outlined above, QuadConsult Ltd reviewed the current engineering and proposed numerous value engineering considerations to provide a more economical and sustainable design.

The conclusion of the amendments resulted in an 80% reduction in vehicle movements providing a significant cost saving to the development.
